Principal's Message
Dear Bloomingdale Elementary School Community,
As we eagerly await the start of the 2024-2025 school year, I am filled with excitement and optimism for the incredible journey that lies ahead. Welcome back, Bears, to a year of innovation, exploration, and growth!
We are Full STEAM Ahead this year as a testament to our continued commitment to excellence in education and our dedication to the principles of STEAM-based learning. Building upon the successes of previous years, we are embarking on a journey to explore the dynamic intersection of Science, Technology, Engineering, Arts, and Mathematics, with a special focus on the transformative power of energy.
As we continue another year in the New Hampstead K8 facility, I am reminded of the resilience and adaptability that defines our Bloomingdale community. While we eagerly anticipate the completion of our new campus, we remain steadfast in our mission to provide an enriching and supportive learning environment for all students.
This year, our goal is not only to educate but to inspire. Through hands-on experiments, collaborative projects, and real-world applications, we will empower our students to think critically, solve complex problems, and embrace creativity in all its forms. By nurturing their curiosity and fostering a love of learning, we are preparing them to thrive in an ever-changing world.
I am incredibly grateful for the dedication and hard work of our students, parents, teachers, and staff, who continue to make Bloomingdale Elementary a place where every child can succeed. Together, we are charting new horizons and shaping the future leaders of tomorrow.

Every Student Succeeds Act
In compliance with the requirements of Every Student Succeeds Act (ESSA), parents may request information about the professional qualifications of their child’s teacher(s). The following information may be requested:
-
Whether the teacher has met the Georgia Professional Standards Commission requirements for certification for the grade level and subject areas in which the teacher provides instruction.
-
Whether the teacher is teaching under an emergency or other provisional status through which Georgia qualifications or certification criteria have been waived;
-
The college major and other graduate certification or degree held by the teacher;
-
Whether the student is provided services by paraprofessionals, and if so, their qualifications.
To request information concerning qualifications of your child’s teacher(s), please contact your school’s principal.
Family Educational Rights and Privacy Act
The Family Educational Rights and Privacy Act of 1974 requires that schools maintain confidentiality of a student’s educational record. Any information that pertains to a student’s educational record, including grades, educational placement and discipline, will only be discussed with the parents/guardians of that student. Parents may obtain copies of their child’s permanent record by submitting a written request to the counselor’s clerk and showing a picture ID. Please allow 24 hours for your request to be processed. In the case of disciplinary situations, parents are not entitled to know what consequences were assigned to children other than their own.
Academics
Computation of Kindergarten Grades
Class assignments, homework assignments, group participation, make-up work, extra credit work, and student assessment activities should be used for computation of grades in Kindergarten. Student assessment activities may include oral tests, teacher-made tests, nine-week tests, research, and teacher observation. The following final grades will be based on mastery of standards at the end of the school year and will be noted on the report card: M = Mastered; P= Progressing; E= Emerging; U= Unsatisfactory
Grading for Grades 1-5
Numerical grades will be assigned to the core subjects of Language Arts, Reading, Mathematics, Science, Social Studies and Health:
90-100 = Excellent Progress
80-89 = Satisfactory Progress
70-79 = Needs Improvement
Below 70 = Unsatisfactory Progress, Failing
I = Incomplete Work for the grade level. ("I" must be approved by the principal. The student must make up the incomplete work by the mid-term of the succeeding marking period.)
Letter grades will be used for Art, Music, and PE: E = Excellent Progress; S = Satisfactory Progress; N = Needs Improvement; U = Unsatisfactory Progress, Failing; I = Incomplete Work
Final Grades
The final grade in each of the core subjects (Language Arts, Reading, Mathematics, Science, Social Studies, and Health) will be calculated by averaging numerical grades for the four marking periods. The final letter grade in Art, Music, Band, PE, Computer and Foreign Language will be calculated by converting the four marking period grades to numerical equivalents and averaging the numerical equivalent to determine the final grade. Five-tenths percentage points or above in any subject area grade should be rounded upward to the next highest grade. (Example, 1.5 =2.0 or 1.4=1.00) E=3 S=2 N=1 U=0
Report cards will also include conduct grades of E (excellent), S (satisfactory), N (needs improvement), or U (Unsatisfactory). See the discipline section of this handbook for more information about conduct grades.

Kindergarten

Grading
Students are encouraged and expected to meet the highest academic standards. Progress Reports are sent home every 4½ weeks to keep parents informed of student progress. This document is to be signed by the parent/guardian and returned to school. Parents are encouraged to use POWERSCHOOL, an online resource for monitoring their child’s/ children’s grades, attendance, classroom assignments, progress, school events, and more.
The following will serve as the basis for grading progress in all academic subjects for Grades 1-2:

Report cards will be sent home at the end of each nine weeks. The report cards will be signed by the parent/guardian and returned to school.
Make-Up Work
A student who has returned acceptable written documentation after an excusable absence may make up assignments missed within five days upon his/her return to school. It is the student’s and parent’s responsibility to make these arrangements. All make-up work must be submitted within the due date. If the student fails to submit the make-up work, a score of zero will be entered for each missed assignment.
Homework
Homework is an extension of class work and is designed to reinforce skills taught in the classroom. Homework serves as a link between home and school, and parents should share the responsibility for making sure students complete and return homework assignments.
Extra-Credit Work
Extra credit work is given at the discretion of teachers.
Honor Roll
Honor roll status includes students who have met the guidelines of the attendance policy, earned a 90 or above in at least four courses from language arts, reading, mathematics, social studies, and science, (two of which must be in language arts, reading, or mathematics) and earned at least an 80 or “S” in all other courses including conduct. The principal may withhold a student’s name from the honor roll if the student has a Level II or Level III offense as defined by the Student Code of Conduct.
High Honor Roll
High Honor Roll status includes students who have met the guidelines of the attendance policy, earned a 90 or above in language arts, reading, and mathematics, social studies, and science, and an “S” or better in Art, Music and PE courses. The principal may withhold a student’s name from the honor roll if the student has a Level II or Level III offense as defined by the Student Code of Conduct.
Address or Phone Changes
To ensure the safety of your child, parents should inform the Information Specialist, Mrs. Burnham, of any change in address or telephone number as soon as a change occurs. Documentation is required for any change including updated proofs of address. The homeroom teacher is also to be informed of any updates/changes. Updated information keeps families informed and connected with school events and activities through our telephone call out system and mass e-mail communication.
Attendance
Regular and punctual attendance at school is critical for academic success. SCCPSS Policy JBD-R states that students are expected to be in attendance at school every day. Excused absences include those due to personal illness, death of a family member, observance of a religious holiday, orders of governmental agencies, participation in school sponsored activities, medical necessities (quarantine), or hazardous conditions. Parents are required to provide the school with a written excuse the day the student returns in order for the absence(s) to be considered excused and for make-up work to be provided.
Written excuses must include the student’s full name, date(s) of and reason for absence, physician’s or parent’s signature and contact number for verifying the excuse.
Five days of absence per school year will be excused with a parent note. Any absence beyond 5 days must be from a physician, hospital, court subpoena, order of a government agency, funeral notice or obituary in order to be excused. Further documentation as stated above may be required by school officials at any time for the purpose of validation. Ten unexcused absences constitute truancy.
Late arrival: A student who checks in by 12:00 is considered present for that school day.
Early check-out: A student who checks out prior to 12:30 p.m. is considered absent for that school day.
Arrival Procedures
Our instructional day begins at 8:40 a.m. Students are considered tardy after 8:40 a.m.
For the safety of your child and to provide adequate supervision, students are not permitted to enter the building prior to 8:15 a.m. unless they are enrolled in the Y-Base program, special arrangements have been approved by the administration or a faculty member, or they are participating in a club/morning tutorial.
Upon arrival, students should report directly to their classrooms. Breakfast is served from the hallways and will be served from 8:15-8:40, with students eating in the classrooms.
A reminder that students must be checked in by 12:00 to be considered present for the day.
Car Rider Drop-off
To accommodate the smooth flow of traffic, drop-off for car riders takes place in the front of the school. Dogs are not allowed in the car drop-off line to ensure the safety of staff and students.
Tardies
In the event that your child arrives at school after 8:40 a.m., parents/guardians are required to escort their child to the main office, sign a tardy slip and indicate the reason for their tardiness.
Early Dismissals
An early dismissal is recorded when a student is checked out prior to the end of the school day. Please note that any adult signing out a student must present a photo ID at the time of sign-out. Only those persons listed in PowerSchool will be allowed to sign out a student. Parents/Guardians should review individuals listed in PowerSchool for each of their students and contact the information specialist with any changes that are needed.
Car Riders
In order to provide the safest environment for walkers, as well as to accommodate a smooth flow of vehicle traffic, drop-off and pick-up for these students takes place in front of the school. Dogs are not allowed in the car pick-up/drop-offline to ensure the safety of staff and students.
Parents or designees should arrive in a timely manner for afternoon pick-up. PK-5th grade car riders are dismissed at 3:40 p.m. (Bell times are subject to change by the school district).
For the safety of all involved, please refrain from using electronic devices during student drop-off and pick-up, and remain in your vehicle to maintain traffic flow.
Dismissal Procedures
Our instructional day ends at 3:40 p.m.
In order to minimize interruptions and maximize instructional time for all students, students will not be checked out after 2:30 p.m. If you know that your child will be checked out prior to dismissal time, please send a note to school in advance. Parents should come to the main office to sign out students. Note: Early dismissals are monitored in the same way as tardies and count against perfect attendance.
REQUESTS TO CHANGE DISMISSAL MODE OF TRANSPORTATION MUST BE RECEIVED BY THE CLASSROOM TEACHER OR OFFICE, IN WRITING, PRIOR TO 1:00 P.M. ON THE REQUESTED DAY. YOU MAY ALSO SEND A FAX (which must include the parent’s signature and copy of driver’s license) to 912-201-8696 OR YOU CAN SEND AN EMAIL WITH THE SAME INFORMATION. NO PHONE CALL CHANGES WILL BE ACCEPTED. THIS IS FOR THE SAFETY OF THE STUDENTS.
Car Pickup

Please be sure the student(s) car tag is clearly displayed in the passenger side front window of the vehicle. Students will only be released to adults listed in PowerSchool by the parent/guardian.
Walkers
Due to our current relocation to NHK8, no Bloomingdale Elementary student will be dismissed as a walker.
Bike Riders
Due to our current relocation to NHK8, no Bloomingdale Elementary student will be dismissed as a bike rider.
YBASE (formerly called Pryme Tyme)
YBASE students will be dismissed at 3:40 p.m.
Bus Riders
Bus Riders will be dismissed upon bus arrival starting at 3:40 p.m.
21st Century
This free, after-school program is available to students in grades 2 - 5. Students will participate in academic and enrichment activities.
Bus Transportation
Bus schedules are available on the SCCPSS online homepage. Riding the bus is a privilege. Students and their parents are responsible for appropriate behavior on the school bus and at the bus stops. All school policies apply and appropriate behavior is expected on school buses. In the event of inappropriate behavior, bus riding privileges may be denied and student’s behavior probation may go into effect. If bus transportation is declined due to behavior, it is the responsibility of the parents to provide transportation for their child.
Bus transportation prohibits a student from going to destinations other than their assigned stop. Students will NOT be allowed to ride a bus other than their assigned bus. (Parent permission notes are NOT accepted or applicable).
Communications
Communication is an important component of the success of your child’s education. Communication may come home in the following ways:

Phone Call-Out System- Your family’s registered phone number is tied into our Bright Arrow call-out/text message system. The principal will produce reminder notices and announce upcoming events and programs.

Mass E-Mail System- Your family’s registered e-mail address is also tied into our Bright Arrow System. Please make sure information is updated and accurate to remain connected.

Grade Level and Teacher Communication systems- Developed methods of communication by individual teachers and grade level teams. Teacher webpages are updated regularly and provide access to their weekly newsletter.

PowerSchool - Parents are encouraged to monitor student grades. Progress reports and report cards are the primary method for communicating overall progress; however, parents may view current progress through the PowerSchool connection. See office for access to Parent Connect.

Parent-Teacher Conferences - Parents are invited to confer with teachers through parent-teacher conferences by making an appointment with the teacher. To promote a professional environment and as a professional courtesy for our faculty, walk-in conferences and unexpected visits to the teachers will not be permitted without an appointment. Please schedule your visits with our professional educators.

Surveys – All parents will be asked to complete an online interest inventory about their child’s learning style(s) and interests. This information will inform teachers as they plan instruction.
Conferences & Communication
During the year, your child’s teacher will be contacting you about setting up parent conferences. You may request conferences any time. Contact your child’s teacher to schedule a conference. The best way to contact your child’s teacher is by e-mail. E-mail is the quickest, easiest, and most efficient way to correspond with the teacher. In most cases, a staff member’s email address is FirstName.LastName@sccpss.com. Teachers also have voicemail. They are unable to return your call during instructional time but will return your call as soon as possible.
Teachers have 24 hours (or next business day for weekends and holidays) to respond to parent communication. Teachers may not be able to immediately respond to ClassDojo or email as they are engaged in instruction throughout the day.
Please communicate with the teacher or office staff for assistance with a conference time. Conferences may be scheduled during a teacher’s planning time, and before or after school. Parents must check-in and out during all school hours for their designated conference time.
To protect valuable instruction time and teacher planning time, impromptu and unexpected conferences are not permitted. This includes during arrival and dismissal times and while teachers are required to supervise children, such as when they are on duty.
Grievance Procedure
Discipline
To provide the most safe and productive educational environment for our children, ALL students are expected to behave in a proper and lawful manner and follow the behavior code of conduct. ALL students are expected and required to display acceptable and appropriate behavior at all times. Students are held responsible and accountable for their behavior.
The Savannah-Chatham County Public School System’s Code of Student Conduct is distributed to all students at the beginning of the school year in order for students and parents/guardians to familiarize themselves with these behavior expectations. All students are expected to abide by the Code of Student Conduct, Board of Education discipline policies, and the policies of Bloomingdale Elementary School. Refer to the Code of Conduct for a description of all discipline policies and procedures and dress code criteria. A thorough review of this document, by both parents and students, is strongly recommended. Parents are expected to assist with the maintenance of appropriate student behavior. Collaborative approaches, cooperation, and communication are the key to the success of our children. Disciplinary consequences are assigned in progression and are fully documented. Consequences become more severe with the repeat of problems.
The school wide PAWS for Success (displayed in each classroom and around the school) clearly defines the expectations for all students. Students are required to display PAWS for Success behavior while attending all off-campus school functions and programs. Inappropriate behavior will not be tolerated while off campus and parents will be contacted immediately to pick-up the child from the program or event attended.
Student Responsibilities
Students are expected to conduct themselves in the following manner:

Follow all school rules.
-
Be punctual and demonstrate excellent attendance.
-
Follow all established procedures for arrival to and dismissal from school.
-
Be prepared for school with all necessary materials, completed homework, and written communication (permission slips, notes sent between parents and teachers, etc.).
-
Conduct themselves quietly and courteously in the classroom, hallways, cafeteria, and all common areas of the building and grounds.
-
Follow established classroom rules, procedures, and directions.
-
Follow the directions of all staff members.
-
Report any problem they experience to the teacher and the parent immediately.
-
Comply with established consequences for inappropriate behavior.
-
Always treat others kindly.
-
Use good manners.
Students may not bring the following items to school:
-
Any object which might inflict harm
-
Candy, gum, or sodas
-
Toys, games, cards, music players, cameras or any other item which may be disruptive to learning
-
Any object that is unrelated to assigned learning tasks.
-
Any clothing that is in violation of the uniform policy
-
Money, unless needed to purchase lunch
-
Drugs, alcohol, tobacco, or drug paraphernalia
NOTE: Any unacceptable item brought to school will be confiscated. Items will only be returned to the parent. The school will not be responsible for confiscated or inappropriate items that are lost or stolen. Dangerous items will not be returned to any person and will result in disciplinary action.
Students will not be permitted to engage in the following activities:

Bullying or threatening another individual (as defined in the Savannah-Chatham County Student Code of Conduct)
-
Using abusive, inappropriate, derogatory, or profane language, gestures, or expressions
-
Touching any student or adult with harmful intent
-
Horseplay (playfully pushing, shoving, tapping, thumping, etc.)
-
Exhibiting disrespect to any adult or student
-
Disrupting the learning process
-
Damaging or defacing school property
-
Disruptive or unruly behavior
-
Rude, unkind, threatening, or disrespectful behavior
Adult Responsibilities
Teachers will comply with the following procedures:

Review the Student Code of Conduct booklet on a regular basis with students
-
Enforce all school rules and procedures outlined in the Student Code of Conduct
-
Enforce the school’s discipline plan
-
Implement and enforce classroom rules and procedures
-
Handle discipline problems in a calm and reasonable manner
-
Keep parents notified of their child’s behavior throughout the year and work with parents to address problems in a timely manner
-
Reward students for appropriate behavior and model appropriate actions for them
-
Teach, reinforce, and model good manners
Parents/Guardians are expected to comply with the following:

Acknowledge all school communications
-
Attend parent programs and all scheduled conferences
-
Support and enforce the school and classroom discipline plan as well as the Student Code of Conduct
-
Review the Student Code of Conduct with their child, and return the signed portion
-
Supply their child with needed materials
-
Teach their children responsibility for their class work, homework, lunch money, books, and supplies
-
Keep the school informed of current parent/guardian phone numbers, email addresses, and addresses
-
Ensure that their child attends school regularly and on time
If a student is referred to the principal or assistant principal, administrators will comply with the following procedures:

Follow due process procedures

Evaluate the referral and if the referral is warranted, notify the parent or guardian. If the referral is not warranted, the matter may be returned to the teacher to be handled at the classroom level.

Dress Code/Uniforms

With the understanding that all student behavior is influenced by the way students are dressed and that no student should dress in a manner that is disruptive or has an adverse effect on school activities, the following mandatory uniform standards have been developed. Students are expected to dress in the school uniform during the school day, field trips, and during school related activities.

Bloomingdale uniform colors: Red, Black, or White shirts and Khaki or Black uniform bottoms.
-
Tops may be polo-style shirts, collared blouses, or turtlenecks and are to be plain unless displaying the school’s name or logo. Shirts/tops should be tucked and may not expose any part of the midriff, lower back, or undergarments
-
Khaki /Black pants, shorts, skirts, skorts, jumpers, or Capri pants may be worn. Shorts and skirts must be no shorter than 3 inches above the knee
-
Dress code does not permit denim, knit pants, cargo, jogging pants, or pajama pants
-
Tights, socks and leggings (only as an undergarment) may be worn and must be solid black or white with no designs
-
Shoes must be enclosed and fastened properly (no sandals, slides, or crocs are permitted)
-
Solid colored sweaters, windbreakers, or sweatshirts may be worn over the uniform shirt.
-
Jackets are permitted and must be worn unzipped inside the building
-
No hoodies
-
No hats, caps or sunglasses may be worn in the building
-
Extreme hair color/styles that cause a disruption or interfere with the learning environment will not be permitted
-
Belts (if worn) must be solid brown or black and worn inside the belt loops. A belt must be worn if pants/shorts will not otherwise remain at the natural waist. Belt buckles must not be oversized, computerized, or have any writing that is considered offensive
-
No oversized jewelry or accessories with inappropriate emblems and/or writing may be worn; and
-
Only white tee-shirts may be worn under uniform shirts and undergarments must not be visible.
-
Handbags, purses, pocketbooks, and similar items must be no larger than 8.5 by 11 in. and 4 in. thick.
If student arrives at school out of uniform, it will be documented, and student will have the option to:

Change clothes into a supplied uniform and remain at school, or
-
Call home for a change of clothing, which must be delivered to the front office by 9:30 a.m.
Book Bags
The SCCPSS Code of Conduct requires that all book bags, tote bags, backpacks, athletic bags and other similar items have the contents clearly visible by using a clear or mesh tote. Book bags on wheels are not allowed. Book bag requirements are in effect whenever a student is on BOE property or at any school-sponsored event or activity. Handbags, purses, pocketbooks, and similar items must be no larger than 8 1/2 x 11 inches (the size of a sheet of paper). These items are exempt from being clear if they are within the required size. The principal reserves the right to determine conformity to the policy.
Delivering Items for Students During the School Day
Instructional time is very valuable and should not be interrupted. Any items (homework, lunch, money, etc.) brought in during the school day should be delivered to the main office. Items will be placed in the mailbox of the student’s teacher or delivered to the classroom by office staff. The front office staff will not call into the classroom and interrupt instruction to tell a student that their belongings have been dropped off. Parents and students are encouraged to make sure that the student has all belongings and schoolwork prior to leaving home in the morning.
Students may not receive balloons, flowers, or gifts at school.
Extracurricular Student Clubs and Organization
Bloomingdale offers our students the opportunity to participate in several student organizations (Safety Patrol, Choir, Girls on the Run, etc...). These organizations are open to all students in the identified grade level or for those who meet the designated criteria. Participants are required to have a participation permission slip on file with the classroom teacher.
Field Trips
Students represent Bloomingdale Elementary School when on any type of field trip and appropriate behavior is expected at all times. All policies of the Board of Education and school apply while on field trips. In addition, field trip sponsors and chaperones can establish additional policies and behavior guidelines specific to the field trip circumstances. Violations of any BOE or Bloomingdale guidelines will result in appropriate disciplinary action during the trip and/or upon return to school. Trip sponsors and chaperones have the authority to end a field trip at any time and return to school.
Students are expected to be in uniform on field trip days. Students must have a permission slip signed by the parent/guardian to participate. Parents will not be called by the teacher to obtain permission over the phone.
No student will be denied participation in a field trip due to inability to pay. Please contact your child’s teacher if you need assistance.
Gifted Education Program
The aim of the program for the gifted is to provide an extension of learning opportunities through the development of student potential and self-esteem by offering enrichment and acceleration in the content areas, as well as unique areas of interest. Gifted education services are designed to provide challenging opportunities within a student’s area of giftedness.
The rationale of the program for the gifted is to ensure that each student receives educational experiences appropriate to his/her individual abilities, interests, and learning styles.
Referrals of potential gifted students enrolled in the SCCPSS are made by classroom teachers, counselors, administrators, parents, staff, or any responsible person who has knowledge of the student’s intellectual functioning.
Gifted Testing and Nominations
Referral of potentially gifted students enrolled in Savannah-Chatham Public Schools is made by classroom teachers, counselors, administrators, parents, or self. Two types of referrals may be made:

Automatic – (a) The automatic referral process provides all students in grades kindergarten through eight who score at or above the 90th national age or grade percentile on the composite or total mathematics or total reading of the ITBS test to be referred for further evaluation. (b) Automatic referral process provided all kindergarten students who score in the high response range on an annual “Planned Experience” the opportunity to be referred for further evaluation.
2. Reported - A student may be referred for consideration for gifted services by teachers, counselors, administrators, parents or guardians, peers, or self.
SCCPSS follows State Board of Education Rule 160-4-2-.38.
Illness and Injury at School
If a student becomes ill or is injured at school, the parent will be contacted by the school nurse. The parent will be expected to pick up the child in a timely manner, if recommended. It is imperative that parents provide the school with current phone numbers.
Guidelines for Lice

If a student is sent to the nurse for a head/lice check. Parents will be notified to pick their student up, if the student is positive for lice. The Nurse is mandated to check students every day for 10-14 days until cleared of all lice and eggs.

Student Medications
For the student safety and pursuant to SCCPSS policy GGCD-R, the parent or legal guardian must follow these steps before the nurse, or designee, can administer medication to a student:

The medication must be brought to the school in a pharmaceutical prescription bottle and presented to the nurse by the parent or legal guardian. STUDENTS MAY NOT TRANSPORT MEDICATIONS to the nurse and teachers are not allowed to accept student medications. This includes over the counter medications.

The parent or legal guardian must complete and sign the approved medical form authorizing the nurse or designee to administer the medication.

Medications may not be dropped off in the front office.

Students may self-administer certain medications (inhalers, epi-pens) and carry them on their person if the parent, physician, and student complete the “Authorization for Student to Carry a Prescription Inhaler or Auto Injector Epi-pen” form.

Students may not bring any over-the-counter medications to school. They may not self-administer any medications, to include (but not limited to) cough drops, aspirin, Tylenol, or antacids.

The school may not provide over the counter medications of any kind to students, unless brought in by parents and signed in to the nurse.
Mandated Child Abuse Reporting
All school employees who have reasonable cause to believe that a student under the age of eighteen has been physically injured other than by accidental means, neglected or exploited by their parent, caretaker or other person; or sexually assaulted, is required by law to immediately report such information. Having reasonable cause means that a sign of abuse is present that requires reporting.
Recent changes in state law designate volunteers as mandatory reporters of suspected abuse and drugs or weapons possession. All reports must be made directly to the principal, assistant principal, or principal designee.
Media Center
The media center and all materials therein are available to all students. Students are expected to return all materials by the due date and in the same condition. Fines may be imposed in the event that borrowed materials are damaged or lost. Students are not permitted to check out additional books if they have outstanding fines.
Parent Teacher Association
Parties and Celebrations
Classes celebrate with two official parties per year: one before the winter holidays and one at the end of the school year. Other small-scale classroom celebrations are permitted and should incorporate/support the curriculum. If you are planning on sending a special snack to share with the class at lunch in order to celebrate a birthday, please make arrangements with the teacher in advance. Students may not have balloons, flowers, or gifts delivered to school. Balloons are not permitted at school.
School Counselor
Bloomingdale has two full-time counselors who strive to provide a comprehensive, developmentally appropriate guidance and counseling program to all students. School counselors are specially trained, certified professionals who must hold at least a Master's degree in School Counseling.
The school counselors help students reach their academic potential by providing the following services: classroom guidance, small and large group counseling, individual counseling, parent/teacher consultation and collaboration, and making appropriate referrals to other agencies. Students, teachers, and parents may refer a child to the school counselor by completing a counseling referral form.
School Nutrition Program
A nutritious breakfast and hot lunch are available each day and students are encouraged to take advantage of these programs. Our school participates in a school-wide breakfast program in which ALL Bloomingdale students receive free breakfast. Breakfast is served from 8:20-8:40 at stations set up in each wing and students eat in the classroom.
Parents who wish to apply for free or reduced-price lunches for their children may do so by submitting an application (one per household). Electronic applications are available on the District website (www.sccpss.com), with a limited supply of paper-based applications available in the front office. Paper forms should be returned to the school cafeteria or to the Food and Nutrition office at 208 Bull Street. Please be sure to report all student allergies to the school nurse.
Students may choose to bring a lunch from home. Parents are encouraged to visit their child at school, from time to time, to enjoy lunch. Parents who choose to bring in fast-food or restaurant food for their children may enjoy it with them at tables reserved for parents and their children only.

Food Safety
(a) School cafeterias will adhere to food safety program policies based on Hazard Analysis Critical Control Point (HACCP) guidelines as found in the Savannah-Chatham County Food and Nutrition Services HACCP Standard Operating Procedures Manual.
(b) School Nutrition Program Managers will maintain current SERV Safe certification through the National Restaurant Association.
(c) All schools comply with current Health Department Codes.
(d) Only food prepared by and purchased from licensed food service establishments may be served to students. Any food served to students must have ingredient information readily available.
(e) Safety and security of the food and facility access to the School Food and Nutrition Services operations are limited to School Nutrition Personnel and other authorized personnel.
Severe Weather Procedures
In the event of severe weather or other emergency situations, the Savannah-Chatham County Public School System may find it necessary to dismiss school early. Students will depart by their standard dismissal method. Please discuss your family’s plan for such occasions regularly so that your child is prepared to arrive home safely in the event of this precaution. If your child is a bus rider, he or she needs to clearly understand where to go and what to do once departing from the bus. It is critical that the Information Specialist has the best contact number and email address properly entered into the computer system so that the parent receives the automated phone/email/text notification. It is the parent’s responsibility to notify our Information Specialist of phone number changes.
Telephone Use
Students are not permitted to use the school phone unless there is an emergency situation. Parents may leave a message with the front office for their child in an emergency. After school arrangements and plans should be handled before students enter school. If a change in transportation is needed, written documentation is required.
Students will not be allowed to use personal cell phones during the school day. If a student is found in violation, the cell phone will be confiscated until the end of the school day. Refer to Board Policy for additional information regarding use of personal technology.
Technology, Textbooks, and Fines
Technology, Textbooks, other reusable materials, and equipment are issued free of charge; however, it is the responsibility of each student to use the technology, textbooks, and equipment carefully. Abuse, damage, or loss of technology, equipment, books, and other materials assigned to, or used by, students may result in fines to repair or replace the item.
Students are expected to pay all fines. Students and parents should report any damage when they sign for the technology and/or book at the beginning of the year. According to Board policy, technology and textbook fines must be paid before another device and/or book is issued, a report card or record is released, or new devices and.or books are issued the following year. Parents are strongly encouraged to purchase the Technology Protection Plan to cover the loss, theft, or damage of up to 2 devices. The Technology Protection Plan must be paid each year if the parent/guardian chooses to purchase it and is nonrefundable.
Accountability for BOE Property
When textbooks, library media materials, chromebooks, iPads, and equipment are issued to students, the return of these items to the school for further use shall be the sole responsibility of the student and their parent/guardian. If materials or equipment are not returned to the school in usable condition, it is the responsibility of the student and their parents/guardians to reimburse the SCCPSS for the cost of replacement or repairs.
Students, who owe for lost or damaged items stated above, shall have their report cards held by the school administration until paid. Another chromebook, iPad, or textbook of the same subject area will not be issued until the school system has been compensated, however chromebooks, iPads, and textbooks in the same subject area may be made available for use in the classroom. Parents are strongly encouraged to purchase the Technology Protection Plan each year which covers any potential damages, loss, or theft of SCCPSS technology signed out to the student. The Technology Protection Plan must be purchased each year and is nonrefundable.
Students owing for library materials may continue to use the learning resources within the media center.
Additional library materials and equipment shall not be checked out to the student until the school system has been compensated.
In the event of school withdrawal, if compensation is due, the transfer documents may be retained by the school until payment is made.
Computer and Internet Usage at School
Every Bloomingdale student is given a unique login and password. It is the student’s responsibility to maintain the security of this information and not to share it with others. Any student that is suspected of accessing or attempting to access inappropriate material from the internet will lose internet privileges for the remainder of the year and will be subject to disciplinary action.
All students and parents are asked to sign the “acceptable use policy” at the beginning of each school year. Any off-campus computer or internet usage that has an impact on safe and orderly operations of the school is subject to disciplinary action (Discipline Policy JD, Rule 2 and 6).
Students shall be personally and solely responsible for the maintenance, support, and security of their personal electronic device. The district shall not assume responsibility or liability for the theft, loss, or damage to personal devices, nor does it assume responsibility for the unauthorized use of any device.
Devices must remain turned off unless being utilized for instructional purposes with the approval of the teacher. Students may not place or receive calls or text/social media messages on personal cell phones while at school.
Students will not be allowed to bring in devices (cell phones, e-readers, pads, etc.) during standardized testing windows. This will prevent any violations or irregularities. Students are prohibited from participating in any games that require chatting or instant messaging at school.
Unstructured Break (Recess) Time
The purpose of unstructured breaks (which are in addition to regular P.E. instruction) is to provide opportunities for physical activity, inside or outside, which helps the student stay alert and attentive in class and provides time for social interaction among students. Breaks are not withheld from students except for safety reasons or occasionally for academic reasons with parent notification.
Visitors in School
All visitors must report to the office immediately upon arrival at school. All visitors must receive and wear the visitor's pass, in a place that is visible to others, while on campus. A new visitor's pass is required with each visit to the school.
Parents who need to confer with a teacher should contact the teacher to schedule an appointment so that the instructional day is not interrupted. Instructional time will not be interrupted for unscheduled conferences. The office staff will call students to the office if the parent needs to speak to the child in an emergency situation.
Parents are welcome to visit and observe in their child’s classroom, provided that their visit is pre-arranged with the teacher, does not cause a disruption to the learning environment, and does not interfere with the teacher’s instruction. Visitors to the school must also sign out in the school office before leaving campus. Please refer to Board Policy KM.
Asbestos Notice
The 1986 Asbestos Hazard Emergency Response Act (AHERA) requires annual notification of any asbestos-containing building materials (ACM) within the school system. Under certain conditions, asbestos fibers could cause a health problem. Therefore, in order to minimize any hazard, an Asbestos Management Plan has been developed for each school. Each facility has an Asbestos Management Plan available, which identifies the location of ACM in the facility, available for public viewing during regular hours of operation. Classroom Volunteers
Classroom volunteers should schedule their time in collaboration with the classroom teacher. In order to protect and not disrupt valued instructional class time, volunteer time should be scheduled in advance. Please be aware that volunteers may not file or otherwise handle graded student work.
General School Volunteers
Bloomingdale is a very busy place! Volunteers are needed to assist in the front office, cafeteria, and other areas of the school. Volunteers must be cleared through VISTA. Please contact the volunteer coordinator Kellie Pennington if you have questions or need additional information.
Volunteer Workroom
While it may be necessary for volunteers to access the copy machine in the Faculty/Staff workroom, a work space and restroom for school volunteers is provided in the parent center located on the main hall.
Parent Activity or Group Volunteers
Various parent committees perform specific tasks around our school, such as our outdoor gardens, special events, etc. Most committees are coordinated through or are under the umbrella of our PTA.
